About HCNA

Our Formation, Purpose, and Goals

In 1985, The Hill City Neighborhood Association (HCNA) was founded by Hattie Darby, who also served as its first president, with the assistance of the Chattanooga Community Organization using Community Development Block Grant money.

The neighborhood was made up of three generations of families whose work was to preserve the neighborhood by upgrading and developing the community, working with city officials to develop plans for recreation and housing as well as keeping unwanted business out. It is quoted from a 1995 flyer under “The History of the Organization” that “Our community is growing and changing and the HCNA plans to continue working in the community to ensure that issues of concern are addressed and resolved and that the quality of life will continue to flourish”.

Today the HCNA strives to carry on with what the founding families put in place, Building a strong Community, uniting efforts to pursue and maintain a thriving diverse community, providing a forum for sharing information, connecting neighbors, promoting local activities, retaining the scale and character of the neighborhood and fostering civic engagement.

  • North: Ramona Ave.

  • East: Hamilton Ave. down North Market St.

  • South: West Manning St.

  • West: Cherokee Blvd.

The 6 HCNA Committees

In January of 2025, the HCNA members participated in a survey about the future of the HCNA. Based on all of the responses, 6 committees were formed to represent the most common areas of neighborhood interest and concern.
